In 1999, the California Department of Mental Health implemented a “threshold language access policy” to meet its Title VI obligations. Title VI of the 1964 Civil Rights Act holds that nonresponse to language-related needs represents discrimination based on national origin. According to California Code of Regulations, Title 9. Rehabilitative and Developmental Services, Section 1810.410 Cultural and Linguistic Requirements, “Threshold Language means a language that has been identified as the primary language, as indicated on the MEDS, of 3,000 beneficiaries or five percent of the beneficiary population, whichever is lower, in an identified geographic area”.

Russian language is one of the threshold languages in Sacramento, Yolo, Los Angeles, and San Francisco counties. That means, county mental health departments must provide a 24-hour phone line to assist Russian-speaking callers; translated written materials; bilingual Russian-speaking staff or interpreters; and information about the availability of these linguistic services.

We found that agencies who employ bilingual staff or use bilingual volunteers are generally happier and better able to provide quality services than those who incorporate interpreting services. This is why we believe that connecting agencies and bilingual individuals is one of the best ways we can serve our community. By providing volunteers, our community members are able to gain valuable skills and experiences that assist in their personal and professional growth. Volunteers are also able to make a significant and important impact in the community by providing cost effective help to your agency and the clients it serves.
